In general, this study is aimed at learning about the existence of social protection programs for the elderly and their implementation, notably those in the form of social assistance, in the 2019–2021 period.

The Situation of the Elderly in Indonesia and Access to Social Protection Programs: Secondary Data Analysis

The Indonesian Government continues to improve its social protection system to ensure the welfare of all citizens in accordance with the mandate of the constitution. Among the population groups that require special attention in the social protection system is the elderly. Based on the 2019 National Socioeconomic Survey (Susenas), there are more than 25.7 million people, or 9.6 percent of the total population aged 60 years and over in Indonesia.

In general poverty reduction uses two approaches: economic development to increase income, and community empowerment to improve the capacity of human resources. The success of poverty reduction schemes is determined, among others, by its policy and targeting accuracy. Making Services Work for the Poor in Indonesia: A Report on Health Financing Mechanisms (JPK-Gakin) Scheme in Kabupaten Purbalingga, East Sumba, and Tabanan

ABSTRACT

The government of Indonesia has started the implementation of locally based healthfinancing schemes based on health insurance principles. This scheme is commonly known as JPK-GAKIN, which is a health-financing scheme through which the poor can access health care in public facilities, including primary and secondary health care. Due to the perceived success of JPK-GAKIN pilots, the government has decided to provide JPK-GAKIN in all districts in Indonesia from January 1, 2005.

Based on the notion that good health is one of the basic right of all citizens, the Government of Indonesia (GoI) has promoted programs on health care financing for the poor. One of these programs is the Jaminan Pemeliharaan Kesehatan (JPK). In 2003, the pilot project on JPK for the poor (JPK-Gakin) started in 15 districts and two provinces, and was expanded to additional regions the following year.
